List Enhancement imports

Does ODB have a tool for voter and/or NCOA list enhancement - that is, provide an export of the relevant fields and an import of returned enhanced data files?

Failing that, is there a way to update records with enhanced data. In this case, it would be to replace data in ODB with data from the enhancement but not replace data already in the file? For example, if my enhanced file has some NCOA address data but not for all records in the enhancement file, can I have it only bring in the address data when there is data in the fields (and not overwrite good address info already in ODB?

The way I have done this in the past is to simply send the original ODB database to the vendor (rename it to .mdb instead of .odb first).
Then the vendor knows what to do and when you get the file back, you can usually open it in MS-Access and look at the response codes from the NCOA (National Change of Address) match. For those records with a high likelihood of a match, you can paste the corrected addresses into the active ODB fields (copy this from the extra fields that the vendor added on). For records marked as non-deliverable you can do the same thing (cut and paste or use an action query) to update the mailcode field in ODB as is appropriate.
There is some interest in adding additional import matching functionality within ODB however we will need to get clients or donations to help us pay for the addition of such features. If you are interested in specing out what you need feel free to do so and then we can assemble a number of other groups with a similar interest to help finance this work.
